To establish the National Council on Water Resources to advise the Government on making important decisions regarding water resources, which are under the tasks and powers of the Government.

The National Council on Water Resources is headed by a Deputy Prime Minister; and composed of representatives of concerned ministries and branches.

The National Council on Water Resources shall be tasked to advise and assist the Government in the following fields:

- National strategies and policies on water resources;

- Approval of the planning on basins of big rivers;

- Diverting water between basins of big rivers;

- Projects on the protection, exploitation and use of water resources decided by the Government; on preventing, combating and overcoming the consequences of floods and other harms caused by water;

- Management, protection, exploitation and use of international water sources and settlement of arising disputes;

- Settlement of arising disputes on water resources among ministries and branches as well as between ministries, branches and provincial/municipal People’s Committees.- (Summary)
