DECISION No.686-TTg OF AUGUST 25, 1997 ON THE ESTABLISHMENT OF THE NATIONAL DRUG PREVENTION AND COMBAT COMMITTEE THE PRIME MINISTER Pursuant to the Law on Organization of the Government of September 30, 1992; Pursuant to the Resolution No.85-CP of July 11, 1997 of the Government adopted by its June 1997 regular meeting; Considering the urgent requirements of the work of drug prevention, combat and control in Vietnam, DECIDES: Article 1.- To set up the National Drug Prevention and Combat Committee which is composed of the following members: 1. Deputy Prime Minister Nguyen Khanh, Chairman 2. The Minister of the Interior, Standing Vice Chairman 3. The Minister of Labor, War Invalids and Social Affairs, Vice Chairman 4. The Vice Chairman of the Commission for Ethnic Minorities and Mountainous Areas, member 5. A Vice Minister of Health, member 6. A Vice Minister of Education and Training, member 7. A Vice Minister of Culture and Information, member 8. A Deputy Director of the Office of the Government, member 9. A Vice Minister of Planning and Investment, member 10. A Vice Minister of Finance, member 11. A representative of the Presidium of the Central Committee of the Vietnam Fatherland Front, member 12. A representative of the Secretariat of the Ho Chi Minh Communist Youth Union, member 13. A representative of the Presidium of the Central Committee of the Vietnam Women’s Union, member. The office of the National Committee shall be based at the Ministry of the Interior. This National Committee shall replace the Committee in charge of the National Program on Drug Prevention, Combat and Control. Article 2.- The National Drug Prevention and Combat Committee shall have to: - Assist the Government in elaborating and directing the implementation of the policies and programs on drug prevention, fight and control. - Guide, urge and inspect branches and localities in the implementation of the Government’s resolutions, and decisions and directives of the Prime Minister on drug prevention, fight and control. - Organize the coordination among the ministries, branches and mass organizations in the work of drug prevention and fight. - Direct international cooperation activities in the field of drug prevention, fight and control. Article 3.- This Decision takes effect 15 days after its signing. Article 4.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People’s Committees of the provinces and cities directly under the Central Government and the persons mentioned in Article 1 above shall have to implement this Decision.
