DECISION No.209/1998/QD-TTg of October 27, 1998 on the functions, tasks, powers and organizational structure of the Steering Committee for the planning and construction of Hanoi capital

The Steering Committee for the planning and construction of Hanoi capital, which assists the Prime Minister in directing and coordinating the planning and construction of Hanoi capital, shall have the following tasks and powers:

- To readjust the overall planning of Hanoi capital according to the contents already approved by the Prime Minister in Decision No.108/1998/QD-TTg of June 20, 1998 and other documents of the Government;

- To direct the evaluation and initiation of plans, legal documents, mechanisms and policies and particular solutions regarding the development of new urban areas and other quarters of Hanoi capital, then submit them to the Prime Minister for promulgation;

- To inspect and urge the concerned ministries, branches, the People's Committee of Hanoi city and the People's Committees of the concerned provinces in implementing Decision No.108/1998/QD-TTg and other relevant documents; propose to the Prime Minister for decision or decide under the Prime Minister's authorization measures to solve problems arising in the implementation course.

- To direct the cooperation with organizations within and without the country in the course of executing the planning for construction of the capital, especially new Hanoi urban areas under the Government's regulations;

- To be entitled to invite or hire domestic and/or foreign organizations and/or experts to provide consultancy on important projects in the directing course; to evaluate mechanisms, policies, organization and measures for materializing the capital city construction planning, especially the planning for construction of new Hanoi urban areas;

- To periodically and extraordinarily report to the Prime Minister on the situation of planning and construction of the capital.

The Steering Committee for planning and construction of the capital shall be composed of Deputy Prime Minister Ngo Xuan Loc as its Head, the President of the People's Committee of Hanoi city as its Standing Deputy Head, the Minister of Construction as its Deputy Head; and 15 members who are representatives of the concerned ministries and branches.- (Summary)
