RESOLUTION No. 06/2000/NQ-CP on the Government’s April 2000 regular meeting On April 26 and 27, 2000, the Government held its April 2000 regular meeting to discuss and resolve the following issues: - It heard the exposition of two draft decrees and a draft ordinance by the drafting bodies. The Government assigned the Ministry of Trade to assume the prime responsibility and coordinate with the concerned agencies in finalizing the draft decree on representative offices and branches of foreign tourist agents and enterprises in Vietnam, to submit it to the Government for consideration and promulgation in May 2000; assigned the Ministry of Education and Training to assume the prime responsibility and coordinate with the concerned agencies in finalizing the draft decree detailing and guiding the implementation of a number of Articles of the Law on Education, to submit it to the Government for consideration and promulgation in the second quarter of 2000; assigned the Commission for Physical Training and Sports, in coordination with the Government’s Office and the concerned agencies, to gather comments from the Cabinet members, finalizing the draft Ordinance on Physical Training and Sports to submit it to the Government in May 2000 for decision to submit it to the Standing Committee of the National Assembly. - It heard the Planning and Investment Minister’s initial report on the preparation for Son La hydroelectric-power project. The Government assigned the Ministry of Planning and Investment to report to the National Assembly on the initial results of the recent project preparation and things that need to be done. - It heard the report on "stepping up the implementation of Decision No. 668/TTg of August 22, 1997 on the orientations and measures for reduction of natural calamities in the Central coastal provinces" of the Ministry of Agriculture and Rural Development. The Government assigned the Ministry of Agriculture and Rural Development, the Ministry of Finance, the Ministry of Construction, the Ministry of Aquatic Resources, the Government’s Office and the concerned ministries and branches to determine things to be done, assign responsibilities and tempo for the implementation of measures to reduce natural calamities in the Central Vietnam provinces, to submit them to the Government for approval in May 2000. - It heard the State General Inspector reporting on the inspection work, the examination and settlement of complaints and denunciations in the first quarter of 2000 by the State Inspectorate. - It heard the Planning and Investment Minister’s report on the execution of plans in April as well as the first 4 months of 2000. The Government requested the ministries, branches and localities, in the coming months, to concentrate on the performance of a number of following key tasks: + To speed up the tempo of the granting of forestry land and urban land use rights certificates. + In couple with the execution of major programs and projects, supportive measures should be taken to ensure the high efficiency of the projects. In developing the farm economy, it is necessary to orientate the outlets, pay special attention to the output products being industrial raw materials and import substitutes such as cotton, cigarette, mulberry,…; for the aquatic resources branch, it is necessary to develop simultaneously 3 programs: offshore fishing, aquaculture, export of aquatic products together with service activities. + To effectively stimulate demands for investment and consumption; take measures to promptly handle the financial problems for a number of sugar plants. + To step up production and product consumption, attach importance to the removal of difficulties in the consumption of rice and coffee. + To thoroughly evaluate and consider the efficiency of investment in the development of local television stations. + To closely monitor the price situation and take measures to overcome deflation. + To reorganize and enhance the inspection of VAT reimbursement, strictly handle negative phenomena; combat the loss of the State budget. + To enhance the inspection of food hygiene and safety. To further step up the labor export; the Ministry of Labor, War Invalids and Social Affairs shall study and elaborate the project on labor export from now to the year 2005 to submit it to the Government in June 2000. + To thoroughly materialize the policy of administrative reform, streamlining the State management apparatus. + To elaborate the 2001-2005 five-year plan; to carry on directing the implementation of the 2000 plan.- (Summary)
