On August 29 and 30, 2001, the Government held its August regular meeting, discussing and resolving the following issues:

It heard the General Director of Post and Telecommunications presenting the strategy on Vietnam’s post and telecommunications development till 2010 and its orientations till 2020. The Government held that in the coming period, the building and development of Vietnam’s post and telecommunications network must meet the requirements on modern technology, ensuring the competitiveness in technologies and prices matching the levels of regional countries, creating premise for the successful achievement of the objectives and realization of policies set by the Party and the State on the application and development of information technology in particular, and the national socio-economic development strategy in general. The strategy on Vietnam’s post and telecommunications development till 2010 and its orientations till 2020 must set out specific solutions in order to bring into play all resources of the country and economic sectors, including the solutions on capital, human resources,… for fast development, higher productivity and quality, and lower service price. The Government assigned the General Department of Post and Telecommunications to assume the prime responsibility and coordinate with the concerned agencies in finalizing the draft decision on "Strategy on Vietnam’s post and telecommunications development till 2010 and its orientations till 2020" and submit it to the Prime Minister for consideration and approval in September 2001.

The Government adopted its 2002 legislative program, presented by the Minister of Justice.

It discussed the Bill on Organization of the Government (amended), the Bill on Organization of the People’s Councils and the People’s Committees (amended) and the Bill on Election of Deputies to the People’s Councils (amended).

It heard the Minister-Director of the Government’s Commission for Organization and Personnel presenting the sum-up report on wage and social allowance policies.

After listening to the Government Office’s report on a number of issues relating to the goods quality control and inspection, including the inspection of quality of motorbike riders’ safety helmets, the Government decided that motorbike riders’ safety helmets are goods of the type subject to the application of Vietnamese standards; the Ministry of Science, Technology and Environment shall exercise the State management over the quality of motorbike riders’ safety helmets; the assessment of safety helmet quality standards is a service activity; the Government assigned the Ministry of Science, Technology and Environment to coordinate with the Ministry of Communications and Transport and relevant agencies in organizing the implementation thereof.

The Minister of Trade reported to the Government on the situation of rice export in 2001. The Government decided that the 2001 rice export volume should be around 3.5 million tons in order to sell out the commodity rice at prices beneficial for peasants.

It considered the report on socio-economic situation in August and the first 8 months of 2001, presented by the Minister of Planning and Investment.- (Summary)
