On April 24 and 25, 2002, the Government held its April regular meeting, discussing and resolving the following issues:

- It considered the report on a number of policies and measures to boost export in 2002. The Government requested the Ministry of Industry, the Ministry of Agriculture and Rural Development, the Ministry of Aquatic Resources, enterprises and associations to closely coordinate with localities in revising the situation of production and export of each commodity item; step up the implementation of the programs on manufacturing top export products, which have been approved by the Government; study and propose measures to ensure the quality, strive for reduction of production costs, raise the competitiveness of products and increase the export turnover. Apart from the set measures to raise the efficiency of export, the Government shall continue to support and accelerate the consumption of farm produce and increase of peasants’ income; give rewards to high export value earners, encourage enterprises to sign product-consumption contracts with peasants and support peasants’ market input; step up the seeking and expansion of markets, raise the role of trade promotion organizations; provide in time enterprises with knowledge on legal matters and international trade; accelerate the administrative procedure reforms, eliminate the irrational barriers which are obstructing export, and strive to raise the export growth rate.

- It considered the report on a number of urgent measures to stabilize land/housing market prices. The Government requested the presidents of the People’s Committees of the provinces and centrally-run cities to immediately examine the situation of management and use of land in their respective localities; handle according to their respective competence cases of violating the planning or using land not for the right purposes, or using, buying, selling or transferring houses and/or land in contravention of law; put an end to and immediately handle cases where local authorities make certification of land/housing transfer in contravention of law.

- It considered the situation of realization of the plans of April and the first 4 months of 2002 as well as the work of inspection and settlement of complaints and denunciations in the first quarter of 2002.- (Summary)
