On January 28, 2003, the Government held its January 2003 regular meeting, discussing and resolving the following issues:

- It considered the Natural Resources and Environment Ministry’s report on the results of inspection of land management and use, and the State Inspectorate’s report on the results of capital construction investment examination and inspection.

- It considered a draft ordinance amending and supplementing a number of articles of the Ordinance on Officials and Public Servants. The amendment and supplementation of this Ordinance is really necessary and urgent. First of all, to add grassroots officials and public servants in the spirit of the Resolution of the 5th plenum of the Central Party Committee (the IXth Congress), raise the quality and efficiency of operation of the grassroots political system; to manage administrative payroll separately from non-business payroll, step up the assignment and management of officials and public servants so as to enhance the strength and uniformity in the political system.

- It considered the State Inspectorate’s report on the situation of settlement of complaints and denunciations in 2002.

- It considered the Planning and Investment Ministry’s report on the socio-economic situation in January.- (Summary)
