DIRECTIVE No. 07/2004/CT-TTg OF FEBRUARY 27, 2004 ON THE IMPLEMENTATION OF THE NATIONAL ASSEMBLY'S RESOLUTION No. 23/2003/QH11 ON HOUSES AND LAND MANAGED OR ARRANGED BY THE STATE FOR USE IN THE COURSE OF IMPLEMENTATION OF HOUSE AND LAND MANAGEMENT POLICIES AND SOCIALIST TRANSFORMATION POLICIES BEFORE JULY 1, 1991 In furtherance of Resolution No. 23/2003/QH11 on houses and land managed or arranged by the State for use in the course of implementation of house and land management policies and socialist transformation policies before July 1, 1991, the Prime Minister hereby instructs: 1. The ministries, branches and the People's Committees of the provinces and centrally-run cities to temporarily cease the consideration and settlement of reclaims for houses and land managed or arranged by the State for use in the course of implementation of house and land management policies and house and land-related socialist transformation policies before July 1, 1991 (except for cases directed in writing by the Prime Minister before the date of promulgation of this Directive). 2. The Ministry of Construction to assume the prime responsibility for, and coordinate with the concerned ministries and branches in, expeditiously preparing the National Assembly Standing Committee's draft resolution and the Government's draft decree, which guide the implementation of the National Assembly's Resolution No. 23/2003/QH11, and submit them to the Government in March 2004. 3. The presidents of the People's Committees of the provinces and centrally-run cities to direct the local functional agencies in reviewing, making statistics and synthesizing the funds of houses and land managed or arranged by the State for use in the course of implementation of house and land management policies and house and land-related socialist transformation policies before July 1, 1991 in the spirit of the National Assembly's Resolution No. 23/2003/QH11, report thereon to the Prime Minister and the Ministry of Construction before March 30, 2004 in service of the elaboration of the National Assembly Standing Committee's resolution and the Government's decree. 4. The Ministry of Construction to assume responsibility for guiding and synthesizing data on funds of houses and land managed or arranged by the State for use in the course of implementation of house and land management policies and socialist transformation policies before July 1, 1991; examine and urge the implementation of this Directive. 5. The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People's Committees of the provinces and centrally-run cities shall have to strictly implement this Directive.
