Directive No. 38/1998/CT-TTg of November 11, 1998 on the implementation of the Regulation on exercising democracy in the activities of agencies

The Prime Minister instructs:

- The ministries, the ministerial-level agencies, the agencies attached to the Government and the People’s Committees of the provincial and district levels shall have to elaborate the plans for implementation of the Regulation; and direct the State administrative agencies under their respective management in organizing the implementation of the Regulation.

- The Vietnam Fatherland Front and the central-level mass organizations are requested to coordinate with the Government and direct their local chapters to coordinate with the People’s Committees of provinces and districts in well implementing the Regulation.

- The Ministry of Finance shall prepare and submit to the Prime Minister for promulgation the Regulation on Financial Transparency.

- The State Inspector General shall coordinate with the Vietnam Labor Confederation in guiding the improvement and consolidation of the organization and operation of the People’s Inspectorates in the administrative and non-business agencies in accordance with the Ordinance on Inspection.

- The ministries, the ministerial level agencies, the agencies attached to the Government and the People’s Committees of the provincial and district levels shall have to revise, amend, supplement or annul their branch or local regulations which are contrary to the Regulation on exercising democracy in the activities of agencies.

- The Government Commission for Organization and Personnel shall have to guide and monitor the implementation of the Regulation and periodically report situation to the Prime Minister.- (Summary)
