DECISION No.345-TTg OF MAY 27, 1996 OF THE PRIME MINISTER ON THE ORGANIZATION OF THE STATE INSPECTORATE ON CULTURE AND INFORMATION THE PRIME MINISTER Pursuant to the Law on Organization of the Government of September 30, 1992; Pursuant to the Ordinance on Inspectorate of April 1st, 1990; Pursuant to Decree No.15-CP of March 2, 1993 of the Government on the tasks, powers and State management responsibilities of the Ministries and the ministerial-level agencies and Decree No.81-CP of November 8, 1993 of the Government on functions, tasks, powers and the organization of the Ministry of Culture and Information; At the proposals of the Minister of Culture and Information, the Minister-Chairman of the Government Commission on Organization and Personnel and the State Inspector General, DECIDES: Article 1.- The State Inspectorate on culture and information has the function of State inspection and specialized culture-information inspection of publication, press, printing, book distribution, cinematography, photography, performance arts, fine arts, library, conservation and museology, advertisement and other domains under State management of the culture and information service. Article 2.- The organizational system of the State Inspectorate on culture and information is composed of: 1- The Inspectorate of the Ministry of Culture and Information is an agency attached to the Ministry of Culture and Information assisting the Minister in performing the function of State inspection and specialized culture-information inspection in the whole country. 2- The Inspectorates of the provincial/municipal Services of Culture and Information are agencies attached to the provincial/municipal Culture and Information Services assisting the Services’ Directors in performing the function of State inspection and specialized culture-information inspection in the provinces and cities directly under the Central Government. 3- The Inspectorate of the Ministry of Culture and Information and the Inspectorates of the provincial/municipal Culture and Information Services have the General Inspector, the Deputy General Inspectors and the inspectors. The Inspectorate of the Ministry of Culture and Information and the Inspectorates of the provincial/municipal Culture and Information Services have their own seals and accounts. Article 3.- The Minister of Culture and Information shall define the specific tasks and powers of the Inspectorate of the Ministry of Culture and Information and provides guidance on the tasks and powers of the Inspectorates of the provincial/municipal Culture and Information Services after consulting the State Inspector General and the Minister-Chairman of the Government Commission on Organization and Personnel. Article 4.- This Decision takes effect from the date of its signing. The earlier provisions which are contrary to this Decision are now annulled. The Minister of Culture and Information, the Minister-Chairman of the Government Commission on Organization and Personnel, the State Inspector General, the Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, the Presidents of the People’s Committees of the provinces and cities directly under the Central Government shall have to implement this Decision.
