Decision No.990/QD-TTg of October 27, 1999 on the organization of the VIth National Emulation Congress. The Prime Minister decided to organize the VIth National Emulation Congress in Hanoi capital by the end of the year 2000. The VIth National Emulation Congress must achieve the following targets: - Correctly evaluating the results and effect of the patriotic emulation movement in the renewal period; - Acknowledging and commending the achievements recorded in the emulation movement throughout the country; and at the same time acknowledging the merits and honoring the most eminent individuals and collectives of the emulation movement in the renewal period; commending the exemplary people and good deeds among the people of all strata, armed forces, economic sectors, religions, ethnicities and overseas Vietnamese, in order to continue promoting the tradition of great national solidarity, inspire and stimulate the great strength of the people in accelerating the socio-economic development in the first years of the 21st century; - Summing up and propagating experiences, models and good examples, thus promoting a movement of emulating and following such good examples throughout the country. - The congress shall be organized in a solemn, practical and economical manner.- (Summary)
