The Prime Minister’s Decision points out: The Central Highland has a position of strategic importance for the national economy, politics, security and defense.

The Decision lays down the main targets for the socio-economic development of the Central Highlands in the periods of 1996-2000 and 1996-2010, including:

- Development of agriculture and forestry.

- Development of industry.

- Education and health care, cultural and social affairs.

- The sedentarization, population movement and development of new economic zones.

- Hunger elimination and poverty alleviation.

The Prime Minister’s Decision also touches upon basic solutions regarding transport; protection and exploitation of water resources; electricity; urban development; development of human resources, science and technology; land and protection of forest resources; capital and investment; renewal of State enterprises and development of the various forms of the cooperative economy.- (Summary)
