Decision No.874-TTg of November 20, 1996 of the Prime Minister on the training anf fostering State officials and employees

The training and fostering shall focus on political theory; on the Party’s and State’s new policies and undertakings; knowledge of the State administration; State management skills in the Socialist-oriented market economy; management skills in specialized, professional fields and know-how; foreign languages and informatics.

The objects of the training and fostering are State officials and employees, first of all State administrative officials and officials of the local administration at commune and ward levels. Annually, from 1997, the ministries, branches and localities shall have to ensure that at least 20% of the State administrative officials and officials of local administrations at commune and ward levels shall be trained and fostered in administrative management and State management skills in the socio-economic fields in conformity with the assigned work and tasks.- (Sammary)
