DIRECTIVE No. 02/2004/CT-BTS of March 29, 2004 on the work of flood and storm prevention and combat, natural disaster reduction and assurance of safety for fishermen and fishing means The Minister of Fisheries issued this Directive to instruct the directors of the provincial/municipal Fisheries Services or the provincial/municipal Agriculture and Rural Development Services and the heads of the Ministry-attached units to well perform the following tasks: - Reviewing the work of flood and storm prevention and combat, search and rescue and overcoming of natural disaster consequences in 2003, and working out the 2004 plans therefor suitable to practical situation of each unit or locality; - Strengthening the steering committees for flood and storm prevention and combat, search and rescue of all levels; - Organizing the efficient materialization of the "on-spot" guideline: on-spot command, on-spot forces, on-spot supplies and means and on-spot logistics; - Guiding and inspecting the assurance of safety for fishermen and fishing means operating on the sea and rivers or at anchoring or storm-sheltering places or aquaculture areas; - Ensuring smooth operation of information, communication, warning and forecasting networks; etc.- (Summary)
