DECISION No.176-TTg OF MARCH 26, 1996 OF THE PRIME MINISTER PROMULGATING REGULATION ON THE ORGANIZATION AND OPERATION OF THE NATIONAL ORGANIZING COMMITTEE FOR THE 7TH FRANCOPHONE SUMMIT IN HANOI IN 1997 THE PRIME MINISTER Pursuant to the Law on Organization of the Government of September 30, 1992; Pursuant to Decision No.147-TTg of March 9, 1996 of the Prime Minister on the establishment of the National Organizing Committee for the 7th Francophone Summit in Hanoi in 1997; At the proposal of the Chairman of the National Committee and the Minister-Director of the Office of the Government, DECIDES: Article 1.- To issue together with this Decision the Regulation on the Organization and Operation of the National Organizing Committee for the 7th Francophone Summit in Hanoi in 1997. Article 2.- This Regulation takes effect from the date of its signing. Article 3.- The Chairman, the Vice Chairmen, the General Secretary and members of the National Organizing Committee for the 7th Francophone Summit in Hanoi in 1997, the Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, the Presidents of the People’s Committees of the provinces and cities directly under the Central Government shall have to implement this Decision. REGULATION ON THE ORGANIZATION AND OPERATION OF THE NATIONAL ORGANIZING COMMITTEE FOR THE 7TH FRANCOPHONE SUMMIT IN HANOI IN 1997 (Issued together with Decision No.176-TTg of March 26, 1996 of the Prime Minister) Article 1.- The National Organizing Committee for the 7th Francophone Summit in Hanoi in 1997 (National Committee for short), which was established by Decision No.147-TTg of March 9, 1996, is an agency assisting the Prime Minister in directing the Ministries and branches at the central level and the People’s Committees of the provinces and cities directly under the Central Government, mass organizations and unions (Agencies for short) to participate in the preparation and organization of the 7th Francophone Summit (7th Francophone Summit for short) in Hanoi in 1997. Article 2.- The National Committee has the following tasks: 1. To take responsibility before the Government and the Prime Minister for the preparation and successful organization of the 7th Francophone Summit. 2. To work out the overall plan and general time-table for the preparation and organization of the 7th Francophone Summit to be submitted to the Prime Minister. 3. To assign tasks, to direct and coordinate the activities of the agencies executing the programs and plans already approved by the National Committee in the course of preparation and organization of the 7th Francophone Summit. 4. To sum up, evaluate and supplement the proposals on the undertakings and plans of the relevant agencies in the preparation and organization of the 7th Francophone Summit to be submitted to the Prime Minister. 5. To make the preliminary and final reviews, prepare periodical (monthly, quarterly, annual) and extraordinary reports on the preparation and organization of the 7th Francophone Summit to be submitted to the Government and the Prime Minister. 6. To personally direct and coordinate the various activities during the 7th Francophone Summit. 7. To perform other relevant tasks assigned by the Prime Minister. Article 3.- Powers of the National Committee: 1. To request the various agencies to supply data and reports on issues and on the performance of tasks related to the preparation and organization of the 7th Francophone Summit. 2. To inspect and promote the execution of plans and programs in the preparation and organization of the 7th Francophone Summit. 3. To direct the management and use of the budget allocated by the Government and the financial aid given to Vietnam for the preparation and organization of the 7th Francophone Summit by various governments and international organizations. 4. Together with the concerned agencies to mobilize personnel and facilities necessary for the adequate preparation and organization of the 7th Francophone Summit. Article 4.- Organization and working regime of the National Committee: 1. The National Committee is composed of a Chairman who is a Deputy Prime Minister; two Vice Chairmen; a General Secretary and a number of members representing various agencies appointed by the Prime Minister and working on a part-time basis. The members shall take personal responsibilities for the tasks assigned by the Chairman of the Committee. 2. The Committee has a Standing Group which shall discuss and resolve unexpected or necessary matters arising between two sessions of the Committee. The Standing Group is composed of the Chairman, two Vice Chairmen, a General Secretary, a member from the Office of the Government and a member from the Ministry for Foreign Affairs. 3. The National Committee has a Standing Agency headed by the General Secretary and based at the Office of the Government. 4. The Chairman of the National Committee has the responsibilities: - To decide, on behalf of the Prime Minister, undertakings proposed by the Committee, to handle suggestions from the agencies involved in the preparation and organization of the 7th Francophone Summit in conformity with the undertakings of the Government and the Prime Minister; to assign tasks to the agencies acting as coordinators in the preparation and organization of the 7th Francophone Summit. - To convene and preside over the regular and extraordinary meetings of the Committee. In case of necessity, he may ask the Heads of the concerned agencies and individuals to attend the meetings of the Committee, and draw conclusions on issues raised at the sessions of the Committee. - To assign tasks to the members and the General Secretary and monitor and inspect their performances. - To approve the overall program and master plan, and the plans on the use of financial aid for the preparation and organization of the 7th Francophone Summit at the proposals of the Ministry of Finance and the relevant agencies. 5. The Vice Chairmen of the Committee have the responsibilities: - To assist the Chairman of the Committee in supervising, inspecting and monitoring the performance of the tasks assigned to them. - To coordinate the work of relevant agencies in the discharge of their tasks. - To supervise, on behalf of the Chairman, the work of the National Committee and preside over the meetings of the Committee in the absence of the Chairman or with his delegation; to perform other tasks assigned by the Chairman. 6. The General Secretary of the National Committee has the responsibilities: - To assist the Chairman of the Committee in following and handling daily activities of the Committee; to prepare the periodical reports of the Committee to be submitted to the Government and the Prime Minister; to pass the instructions of the Chairman to the agencies; to personally direct the operation of the Standing Agency; to personally report on the performance of the tasks directly to the Chairman of the Committee when requested by the latter. 7. The members of the National Committee have the responsibilities: - To discharge the tasks assigned by the Chairman of the Committee and periodically report on the results to the Chairman of the Committee; to attend all the meetings of the Committee and actively participate in the work of general direction of the Committee. They may also invite relevant agencies to attend meetings for discussion of issues relating to the discharge of resposibilities of such agencies in the Committee. 8. The National Committee meets at least once every two months. In case of necessity, the Chairman of the Committee may convene extraordinary meetings. Article 5.- Technical Sections (hereafter referred to as Sections) The Technical Sections assist the Standing Agency in: 1. The reception, the arrangement of accomodation, travelling, health care and visits for guests (reception for short). 2. The organization of the Conference and peparation of the contents of the Conference (Conference organization for short). 3. Security. 4. Establishments in service of the Conference: the Conference Center; the Press Center, the venue for the opening session, the venue for press conferences, the venue for art performances, the venue for reception, and airports (Conference establishments). 5. The press, communication, francophone environment and cultural-artistic activities (Information-Culture for short). 6. Training. 7. Budget. Article 6.- The Standing Agency of the National Committee: 1. The Standing Agency of the National Committee is the assisting agency of the Committee, placed under the direct control of the General Secretary of the Committee. The Office of the Committee comprises a number of especially tasked officials headed by a department-level official. 2. The Standing Agency of the Committee has the task of assisting the Chairman, the Vice Chairmen, the General Secretary and the members of the Committee in organizing the coordination among the agencies involved in the operation of the Committee. The Standing Agency has the following tasks: - To prepare the contents and organize the meetings of the National Committee according to the timetable approved by the Committee as well as the working sessions of the Chairman and members of the Committee. - To coordinate, direct and urge the technical sections to prepare for and organize the Conference, and to monitor the implementation of the conclusions of the National Committee’s sessions. - To sum up the proposals, programs and plans of the sections so as to submit them to the Committee for ratification and decision. Article 7.- The fund for the operation of the National Committee shall be allocated by the Ministry of Finance from the State budget through the Office of the Government. I. THE VICE CHAIRMEN OF THE COMMITTEE: 1. Mr. Nguyen Dinh Bin shall take charge of the work concerning the organization and material issues and direct matters related to foreign affairs. 2. Mr. Nguyen Ngoc Tran shall take charge of the work of training and creating a Francophone environment, and shall assist the Chairman of the Committee in directing and resolving issues concerning the Francophone community and the contents of the 7th Francophone Summit, acting as the Co-Chairman of the Vietnam-France Steering Committee. II. THE GENERAL SECRETARY: - Shall assist the Chairman of the Committee in handling daily activities of the Committee and coordinating and promoting the operation of the technical sections. - Shall personally direct the activities of the Standing Agency - Shall take charge of the organization of the apparatus and personnel servicing the 7th Francophone Summit. III. MEMBERS OF THE COMMITTEE: 1. Mr. Nguyen Tan Van, Vice Minister of Construction, shall take charge of the preparation for the Conference Center, the venue for the opening sesion, the press center, the venue for press conferences and the venue for art performances. 2. Mr. Pham Tam Long, Vice Minister of the Interior, shall take charge of the security and safety for the Conference, and the specialized training of security officials. 3. Mr. Luu Tran Tieu, Vice Minister of Culture and Information, shall take charge of information and communication as well as cultural and artistic activities and exhibitions in service of the Conference. 4. Mr. Pham Minh Hac, Vice Minister of Education and Training, shall take charge of the teaching of French to the officials and employees servicing the Conference in accordance with the plan of the Committee. 5. Mr. Tao Huu Phung, Vice Minister of Finance, shall assist the Chairman of the Committee in determinating budgets proposed by agencies as well as the plans on the use of foreign aid for the preparation and organization of the Conference. 6. Mr. Nguyen Ton, Deputy Director of the Office of the Government, shall take charge of the work concerning the material and technical bases and conditions for the 7th Francophone Summit. 7. Mr Nguyen Trieu Hai, Vice Chairman of the Hanoi People’s Committee, shall take charge of the work related to the cleaning and beautifying of the city, creating a Francophone environment and mass sensibilization for the Conference. 8. Ms. Ton Nu Thi Ninh, Assistant to the Minister for Foreign Affairs, shall take charge of mobilizing aid and maintaining other relations with the Francophone community, of the contents of the Conference and of the training of cadres specialized in external affairs.-
