Promulgated together with this Decision is the "Regulation on evaluation and acceptance of the State-level scientific and technological subjects", which applies to the State budget-financed scientific and technological subjects under the State-level scientific and technological programs, the State-level independent subjects and other State-level scientific works, except for basic research subjects in natural sciences and social-science and humane-studies subjects.

Evaluation and acceptance of scientific and technological subjects means a process of evaluating and appraising subjects' research results compared with all contents of scientific and technological contracts or task-assigning documents and other legal documents upon the completion of the contracts.

For the subjects which had gone through basic evaluation under the Regulation on procedures for evaluation and acceptance of scientific and technical research works, promulgated together with Decision No. 282/QD of June 20, 1980 of the State Committee for Sciences and Techniques (now the Ministry of Science and Technology), before the effective date of this Regulation, the organization of the State-level evaluation shall comply with Regulation 282/QD.

This Decision takes effect 15 days after its publication in the Official Gazette and replaces above-said Decision No. 282/QD of June 20, 1980.- (Summary)
