The Regulation on exercising democracy in the activities of scientific and technological institutions, issued together with this Decision stipulates the mechanism of exercising democracy in the said institutions (institutes, centers...). The Regulation aims at encouraging creative labor; creating environment for all people to maximize their contributions to the society; ensuring the legitimate interests generated from creative labor, intellectual property as well as material and spiritual interests; giving fair assessments in scientific labor; fighting authoritarianism, monopolization and autocracy in scientific activities; fighting bureaucracy, corruption and wastefulness; and creating conditions for officials and public employees to take part in the management of the institutions’ activities.

This Regulation shall apply to all State’s scientific and technological institutions under the ministries, ministerial-level agencies, agencies attached to the Government, provinces and centrally-run cities and State enterprises.- (Summary)
