The State budget shall provide funding support for the elaboration of bills and draft ordinances according to legislative program of the National Assembly; draft of resolutions with legal contents of the National Assembly and National Assembly Standing Committee; draft resolutions and decrees of the Government according to the program of elaborating legal documents of the Government; draft of the Prime Minister’s decisions and directives with legal contents.

Support fund for the elaboration of legal documents shall be spent on the following:

- The elaboration of legal documents:

+ Field investigation and survey, invitation of experts and collaborators.

+ Translation and preparation of documents.

+ Elaboration and preparation of documents, workshops.

+ Document printing.

+ Other expenses (if any).

- The presentation of contents of bills, draft ordinances, draft of the Government’s decrees and the Prime Minister’s decisions for comments from agencies, mass organizations and people.

- The work of expertise and verification.

- The organization of the promulgation of laws and ordinances.

Other funding sources such as aid and funding from domestic and foreign organizations and individuals for the elaboration of legal documents shall be channeled into the funding for elaborating projects and drafts. The use and management of these funding sources shall comply with the regulations on use and management of the State budget’s support fund for the elaboration of legal documents.

Funding for elaboration of decisions, directives, circulars, joint circulars and international treaties having legal contents, which do not belong to the above-mentioned objects, shall be arranged in annual approved budget estimate by the agencies assuming the prime responsibility for the elaboration of legal documents.- (Summary)
