Promulgated together with this Decision was the Regulation on organization and operation of the Department for Sciences and Technologies of Econo-Technical Branches, which is an unit attached to the Ministry of Science and Technology, assisting the Minister in performing the function of State management over scientific research and technological development activities of the such branches as mechanical engineering, metallurgy, electrics, electronics, chemicals, consumer goods and food industry, energy, petroleum, post and telecommunications, trade-tourism, construction materials, transport, etc.

The Regulation prescribes the functions, tasks, powers, organizational structure and working relationships of the Department for Sciences and Technologies of Econo-Technical Branches.

This Decision takes effect 15 days after its publication in the Official Gazette and replaces the Science, Technology and Environment Minister's (now the Science and Technology Minister) Decision No. 734/QD-BKHCNMT of June 12, 1998 promulgating the organization and operation charter of the Department for Management of Industrial Sciences and Technologies and Decision No. 735/QD-BKHCNMT of June 12, 1998 promulgating the organization and operation charter of the Department for Management of Agricultural Sciences and Technologies.- (Summary)
