Issued together with this Decision was the Regulation on organization and operation of the Scientific and Technological Council of the Ministry of Agriculture and Rural Development.

The Scientific and Technological Council of the Ministry of Agriculture and Rural Development is a scientific and technological consultancy organization of the Minister.

The Council is tasked to provide consultancy on the following issues:

- Forecast on agriculture and rural development strategies;

- Orientations on the branch’s scientific and technological development in each 5-year and long-term plan;

- Organization and perfection of the Ministry’s system of research and development agencies; and assessment of efficiency of operation of this system;

- Evaluation of themes, selection of subjects and assessment of results of State- or ministerial-level strategic and multi-sectoral research subjects;

- Scientific and technological international cooperation programs;

- Agricultural science- and technology-related policies;

- Orientations on training and employment of scientific officials;

- Information technology and scientific-technological information, economic information;

- Commendation and reward for outstanding scientific works, valuable innovations and inventions within the Ministry’s scope.- (Summary)
