DECISION No. 07/2004/QD-BNN of March 23, 2004 promulgating the Regulation on order and procedures for elaborating, evaluating and approving technical designs - total cost estimates, construction technical designs - total cost estimates and construction drawing designs - cost estimates of items of irrigation works The Regulation issued together with this Decision, which takes effect 15 days after its publication in the Official Gazette, specifies the Investment and Construction Management Regulation's provisions on the elaboration, evaluation and approval of technical designs - total cost estimates, construction technical designs - total cost estimates and construction drawing designs - cost estimates of items of irrigation works managed by the Ministry of Agriculture and Rural Development, and prescribes the responsibilities and powers of investors, construction consultancy organizations and specialized construction management agencies (evaluating and approving agencies) of the Ministry of Agriculture and Rural Development. This Regulation applies to consultancy contracts or turn-key (EPC) contracts under irrigation projects funded by the State budget and managed by the Ministry of Agriculture and Rural Development. This Decision takes effect 15 days after its publication in the Official Gazette.- (Summary) |
