The Regulation on the organization and operation of the Steering Committee for Renovation and Development of Enterprises, issued together with this Decision, prescribes the responsibilities and powers; working regime and style, and working relations of the Steering Committee for Renovation and Development of Enterprises.

The responsibilities and powers of the Steering Committee for Renovation and Development of Enterprises are stipulated as follows:

- Basing itself on the Party’s undertakings and lines, and the State’s policies and laws on reorganization, renovation and development of State enterprises as well as the practical situation, the Steering Committee for Renovation and Development of Enterprises shall have to draw up strategies, programs, and overall plans on reorganization, renovation and development of State enterprises and submit them to the Government or the Prime Minister for approval.

- To direct, guide and monitor the implementation of programs and plans on reorganization, renovation and development of State enterprises by the ministries, the ministerial-level agencies, the agencies attached to the Government, provinces and centrally-run cities, and Corporations 91, which have already been approved by the Government or the Prime Minister.

- To thoroughly grasp the situation of the reorganization, renovation and development of State enterprises, make preliminary and final reviews, evaluation, proposals and reports in time, and ask for the Government’s and the Prime Minister’s instructions.

- To coordinate with the competent agencies in organizing the study for submission to the Prime Minister, the organizational models, mechanisms and policies suitable to the objective reality in service of the reorganization, renovation and development of State enterprises as required by the cause of economic reform.

- To evaluate projects on the reorganization, renovation and development of State enterprises of the ministries, ministerial-level agencies, agencies attached to the Government, provinces and centrally-run cities, and Corporations 91.

- To propose solutions to remove difficulties in the course of reorganization, renovation and development of State enterprises.- (Summary)
