DECISION No.164-TTg ON THE 16TH OF MARCH 1995 OF THE PRIME MINISTER RATIFYING THE 1995-2000 FORESTRY PROMOTION PROGRAM THE PRIME MINISTER Pursuant to the Law on Organization of the Government on the 30th of September 1992; At the proposal of the Ministry of Forestry (official dispatch No.301-LS on the 14th of February 1995) and the opinions of the State Planning Committee (official dispatch No.3625-UB/NLN on the 29th of November 1994), the Ministry of Finance (official dispatch No.2372-TC/NLTL on the 19th of September 1994), the Ministry of Agriculture and Food Industry (official dispatch No.59-KN/CV on the 27th of September 1994), and the Ministry of Science, Technology and Environment (official dispatch No.2640-MTg on the 15th of January 1994) on the 1995-2000 Forestry Promotion Program. DECIDES : Article 1.- To ratify the 1995-2000 Forestry Promotion Program composed of the 8 following programs : 1. The program to combine forestry and agricultural production on mountain slopes behind terraced fields; 2. The program for sustainable farming on impoverished soil and barren hills; 3. The program to apply technical advances to improve natural and planted forests; 4. The program to select and promote forests of indigenous trees and precious specialty trees; 5. The program to plant trees by people in the plains and coastal areas; 6. The program to protect forests and prevent pest and forest fires; 7. The program to improve the cultivation and processing of forest products and non-wood special products; 8. The general program on training, technology transfer and forest promotion. Article 2.- The source of capital, the expenditure and accounting and settlement of accounts in forestry promotion must be based on Decree No.13-CP on the 2nd of March 1993 of the Government on agricultural promotion, and Inter-ministerial Circular No.02-LBTT on the 2nd of August 1993 of the Ministry of Agriculture and Food Industry, the Ministry of Forestry,the Ministry of Aquatic Resources, the Ministry Finance, and the Government Commission on Organization and Personnel. Article 3.- - The Ministry of Forestry shall have to organize the implementation of the above 8 forestry promotion programs; draft annual plans, and work out economic norms and support budget for forestry promotion, in order to have a basis for allocating funds and making annual statements of accounts. - The State Planning Committee and the Ministry of Finance shall have to plan budget funds and make annual plans for forestry promotion allocations, and submit them to the Government for ratification. Article 4.- This Decision takes effect from the date of its signing. The Minister of Forestry and the Presidents of the People's Committees of the provinces and cities directly under the Central Government shall have to implement this Decision. The Ministry of Agriculture and Food Industry, the Ministry of Finance, the Ministry of Aquatic Resources, the Ministry of Science, Technology and Environment, the State Planning Committee, the Government Commission on Organization and Personnel, and other ministries and branches concerned shall have to cooperate with the Ministry of Forestry in implementing this Decision.
