This Decision promulgates the list of 1602 communes meeting with great difficulties and 144 border communes targeted by the Program for socio-economic development in mountainous, deep-lying and remote communes meeting with great difficulties (referred to as Program 135 for short), in order to implement the Program’s tasks as from the 2000 plan.

Of the total of 1,870 communes meeting with great difficulties and border communes in 284 districts of 49 provinces and centrally-run cities:

- 1,746 communes (including 1,602 communes meeting with great difficulties and 144 border communes) shall be given investment assistance by the central budget;

- 124 communes meeting with great difficulties shall be given investment assistance by the local budgets.

According to the list enclosed with this Decision, Ha Giang province has 128 communes targeted by the Program, Cao Bang 113, Lai Chau 102, Son La 67, Bac Can 84, Lao Cai 127, Tuyen Quang 51, Lang Son 85, Yen Bai 61, Hoa Binh 60, Bac Giang 35, Thai Nguyen 18, Phu Tho 40, Quang Ninh 35, Vinh Phuc 2, Hai Phong 3, Ninh Binh 3, Thanh Hoa 82, Nghe An 100, Ha Tinh 17, Quang Binh 25, Quang Tri 24, Thua Thien Hue 20, Quang Nam 55, Quang Ngai 43, Binh Dinh 22, Phu Yen 10, Khanh Hoa 14, Ninh Thuan 15, Binh Thuan 13, Kon Tum 31, Gia Lai 56, Dak Lak 38, Lam Dong 35, Binh Phuoc 29, Tra Vinh 25, Soc Trang 33, Bac Lieu 19, Dong Nai 16, Vinh Long 3, Can Tho 2, Binh Duong 1, Ba Ria - Vung Tau 9, Tay Ninh 19, Long An 19, Dong Thap 8, An Giang 25, Kien Giang 33, and Ca Mau 15, which shall be invested either by central budget or local budgets.- (Summary)
