At the proposals of the Minister of Health in Official Dispatch No.5810-KHTC of August 19, 1995 and the Chairman of the Council for Evaluation of State-level Investment Projects in Official Dispatch No.3776-UB/VPTD of October 27, 1995,

DECIDES:

Article 1.- To ratify the Project in Support of the National Medical Activities in the 1996-2002 Period with the following major contents:

1. Name of the project: Project in Support of the National Medical Activities in the 1996-2002 Period.

2. Project owner: The Ministry of Health.

3. Scale and scope of the Project:

a/ Nationwide: To support 3 Programs on prevention and fight against malaria, tuberculosis and acute respiratory infection.

b/ In 15 selected provinces:

1. Son La 6. Nghe An 11. Ninh Thuan

2. Cao Bang 7. Ha Tinh 12. Kon Tum

3. Lang Son 8. Quang Tri 13. Gia Lai

4. Ha Bac 9. Binh Dinh 14. Soc Trang

5. Ha Tay 10. Phu Yen 15. Tay Ninh

To support medical stations in communes and medical centers in districts.

4. Contents of the activities:

a/ To upgrade material and technical facilities in service of the primary healthcare for the people, including prevention of epidemics, medical services, health protection, protection of mothers and children and family planning, assistance to communal medical stations and district medical centers in 15 selected provinces. To study and build an experimental model of healthcare for the hamlets and villages in the mountainous and high areas.

b/ To support 3 programs on prevention and fight against malaria, tuberculosis and acute respiratory infection throughout the country. Measures to be taken include: insect prevention and eradication; personnel retraining; popular dissemination of information.

c/ To improve the work of planning and management of the Ministry of Health, including:

- Improving the work of planning and managing State Budget expenditures or foreign aid to the health service.

- Mobilizing private financial sources for public healthcare

- Conducting national health surveys.

5. Investment capital sources:

- Total investment capital: 123.4 million USD

- Investment capital sources:

+ Loans from the World Bank: 101.2 million USD

+ Aid from the Swedish International Development Agency (SIDA): 4.7 million USD

+ Allocation from the State Budget: 17.5 million USD

Article 2.- Organization of the implementation:

- The Ministry of Health shall closely coordinate with the Ministry of Planning and Investment, the Ministry of Finance and the State Bank of Vietnam implementing the above Project.

- All the investment capital sources shall be managed and utilized in accordance with the State regulations currently in force.

Article 3.- This Decision takes effect from the date of its signing.

Article 4.- The Minister of Health, the Minister of Planning and Investment, the Minister of Finance, the Governor of the State Bank of Vietnam, the other Ministers, the Heads of the concerned branches and the Presidents of the provinces and cities directly under the Central Government are responsible for the implementation of this Decision.
