DECISION No.50/2000/QD-TTg OF APRIL 24, 2000 RATIFYING THE PLANNING OF HANOI CITY’S WATER SUPPLY SYSTEM TILL 2010 AND ITS DEVELOPMENT ORIENTATION TILL 2020 THE PRIME MINISTER Pursuant to the Law on Organization of the Government of September 30, 1992; Pursuant to the Prime Minister’s Decision No.63/1998/QD-TTg of March 18, 1998 ratifying the orientation for the development of the national urban water supply system till 2020; Pursuant to the Prime Minister’s Decision No.108/1998/QD-TTg of June 20, 1998 ratifying the readjusted overall planning of Hanoi capital till 2020; At proposals of the President of the municipal People’s Committee of Hanoi (Report No.31/TT-UB of June 8, 1999) and the Minister of Construction (Report No.43/TTr-BXD of December 29, 1999), DECIDES: Article 1.- To ratify the planning of Hanoi city’s water supply system till 2010 and its development orientation till 2020 with the following principal contents: 1. Objectives: To correctly evaluate the actual state of Hanoi city’s water supply system in order to work out its planning till the year 2010 and its development orientation till the year 2020, aiming to satisfy the city’s development requirements in each period and conforming to the orientation for the development of national urban water supply system till the year 2020 and the readjusted overall planning of Hanoi capital till 2020; and serving as basis for making preparation for investment in the renovation and development of water supply system on the city’s territory. 2. Water supply system development planning and orientation: 2.1. Planning phases: The planning of Hanoi city’s water supply system shall be worked out for the 2000-2010 period on the basis of development orientation till the year 2020, of which the first planning phase shall stretch to 2005. 2.2. Water resource planning: Raw water sources for Hanoi water supply system include underground water sources and surface water sources. - Underground water sources: + South of Red River: The total underground water exploitation capacity by the year 2010 shall not exceed 700,000 m3/day, including separate water supply stations. + North of Red River: The total exploitation capacity shall be around 142,000 m3/day. The potential underground water reserves in the region North of Red River should be further explored and evaluated. - Surface water sources: By the year 2010, to exploit surface water sources of Red River or Da River at an output of around 500,000 m3/day. Upon drawing up investment projects, there should be thorough study of techno-economic options and assessment of environmental impacts, for comparing and choosing between the surface water resources of Red River or Da River for use. 2.3. Water supply norms: The daily-life water norms and the population rate to be supplied with water shall be in line with the orientation for the development of national urban water supply till the year 2020 already ratified by the Prime Minister. The daily-life water supply norms: 160 liters per head per day by 2005, 170 liters per head per day by 2010 and 190 liters per head per day by 2020. The daily-life water demands: Around 852,000 m3/day by 2005; 1,046,000 m3/day by 2010 and 1,419,000 m3/day by 2020. The targets of reducing the percentages of water loss and uncollected water charge: Down to 45% by 2005; 30% by 2010 and 20-25% by 2020. 2.4. Water treatment technologies: - For plants treating underground water: Traditional technology shall be applied in combination with advanced technology(ies) and the application of scientific-technical advances. - For plants treating surface water: Advanced and modern technology(ies) shall be applied, with actual conditions of our country taken into account. 2.5. Water supply network: To renovate, upgrade, expand and improve the system of water supply conduits and pipes, with priority being given to the city’s central area. A network linking the two banks of Red River shall be set up to make the fullest use of the capacities of the existing water plants and to support one another in case of incidents. Decentralize the network to each water business enterprise of district level for management, such water business enterprises shall share only the network’s part of conduits and pipes, so that the city’s water supply network can be efficiently operated. 2.6. Rural water supply: Clean water in service of rural areas shall not be supplied from the city’s concentrated network. The rural water supply shall be associated with the national target program for clean water and environmental hygiene in rural areas, already ratified by the Prime Minister in Decision No.237/1998/QD-TTg of December 3, 1998 and other integrated programs. By the year 2010, to build 60 rural water supply stations, with a capacity of 500 to 1,800 m3/day-night each, depending on the population of each commune. 2.7. The first planning phase for the 2000-2005 period: - To materialize the program against water loss and uncollected water charge; to execute the project for renovation of the existing network, and to ensure the rational network arrangement with water-meters installed for 100% of customers. - To renovate and upgrade Ngo Si Lien, Mai Dich, Ha Dinh, Tuong Mai and Phap Van water plants so as to ensure the water quality and the total designed capacity of around 180,000 m3/day. - To build North Thang Long water plant for tapping underground water with a capacity of 50,000 m3/day; it is necessary to study the water consumption potentials so as to phase out the investment according to actual demands. - To study the investment in building a plant that uses surface water sources, which is expected to be completed by the year 2005 with the first-phase capacity of 150,000 m3/day. - To draw up a project for expansion of Cao Dinh water plant to raise its capacity to 60,000 m3/day and a project for expansion of Nam Du water plant with a capacity of 60,000 m3/day. - To build a rural water supply system for 20 communes during the 2000-2002 period and another for 20 others during the 2003-2005 period; and to integrate them with the implementation of the national target program for clean water and environmental hygiene in rural areas. 2.8. The 2005-2010 period’s planning: - To raise the capacity of Gia Lam water plant to 60,000 m3/day. - To expand plants that use surface water and raise their capacity to 300,000 m3/day. - To build a rural water supply system for 20 communes. 3. Total investment and capital sources: The total investment for implementation of the planning of Hanoi city’s water supply system till the year 2010 shall be around 5,624 billion dong (roughly 435.9 million USD). Capital sources: Capital mobilized from clean water companies in the city, loan capital, ODA capital, investment capital mobilized in BOT form, funds from the State budget and capital mobilized from the population. 4. Implementation measures: - The modes of mobilizing resources: shall be those set forth in the orientations for development of the national urban water supply sector till the year 2020 already ratified by the Prime Minister; - To implement the Law on Water Resources in order to manage and protect the city’s underground water and surface water sources in a safe and sustainable manner; to impose prohibitions on and devise measures to strictly handle the exploitation and use of water sources without the State management agencies’ permission. - To improve and rationalize the organizational structure of companies engaged in clean water supply business on the city’s territory, so as to raise their capability in effectively administering their production and business activities. To transform such companies into public-service enterprises as soon as possible according to the Government’s Decree No.56/CP of October 2, 1996. - To step by step apply new water prices on the following principles: Water prices must cover all costs and make water companies able to repay their loans; and create preconditions for clean water trading companies to become self-financing. - To concentrate on stepping up the tempo of implementation of the ratified projects. Article 2.- Assignment of implementation tasks: - The Hanoi municipal People’s Committee shall assume the prime responsibility and coordinate with the concerned ministries and branches in efficiently implementing investment programs according the planning of Hanoi city’s water supply system. - The Ministry of Construction shall have to inspect and examine the implementation of the water supply system planning to ensure it is compatible with the readjusted general planning of Hanoi capital till 2020; guide the drawing up of projects, building water supply works and the water supply management activities and technical operations. - The Ministry of Agriculture and Rural Development shall have to manage the reserves and quality of surface water and underground water sources; decide on the places where surface water can be taken; and inspect the exploitation of underground water on Hanoi city’s territory. - The Ministry of Science, Technology and Environment and the Ministry of Health shall have to propose measures to manage and protect water sources of the city; and inspect the water quality according to the current regulations. - The Ministry of Planning and Investment and the Ministry of Finance shall have to propose mechanisms and policies for investing and mobilizing financial sources for implementation of such Planning. Article 3.- This Decision takes effect 15 days after its signing. The President of the Hanoi municipal People’s Committee and the Ministers of Construction; Planning and Investment; Finance; Agriculture and Rural Development; Health; Science, Technology and Environment; the General Director of the General Land Administration; the Governor of the State Bank of Vietnam and the heads of the concerned agencies shall have to implement this Decision.
