STIPULATING DOMESTIC DELEGATIONS AND FOREIGN GUESTS VISITING VIETNAM WAY-LED BY TRAFFIC POLICE MOTOR VEHICLES

DECISION No. 14/2000/QD-TTg OF JANUARY 27, 2000 STIPULATING DOMESTIC DELEGATIONS AND FOREIGN GUESTS VISITING VIETNAM WAY-LED BY TRAFFIC POLICE MOTOR VEHICLES

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;

Pursuant to Decree No. 36/CP of May 29, 1995 of the Government on ensuring traffic order and safety on roads and in urbans centers; Decree No. 75/1998/ND-CP of September 26, 1998 of the Government amending and supplementing a number of Articles of Decree No. 36/CP;

At the proposal of the Minister of Public Security,

DECIDES:

Article 1.- Domestic delegations and foreign guests to Vietnam being way-led by traffic police motor vehicles are stipulated as follows:

1. For high-ranking Party and State leaders and domestic delegations:

- The General Secretary of the Communist Party of Vietnam Central Committee, the State President, the National Assembly Chairman, and/or the Prime Minister being on visit, working visits or attending domestic or international anniversaries and conferences held in localities;

- Polibureau members, advisors to the Communist Party of Vietnam Central Committee, Vice-Presidents of the State, Vice-Chairmen of the National Assembly, Deputy Prime Minister being on visits, working visits or attending domestic or international anniversaries and conferences held in localities;

- The Party delagations during the time they attend the Party’s National Congresses;

- The National Assembly delegations during the time they attend the National Assembly sessions;

- Convoys joining parades in service of great anniversaries held by the State or the People’s Committees of the provinces or centrally-run cities;

- Funeral processions held by the State.

2. For foreign delegations being guests of the Party and the State:

- Heads of States;

- Heads of Governments;

- Presidents of Parliaments;

- General Secretaries, Chairmen or Heads of the Parties which have established relations with the Communist Party of Vietnam;

- Deputy Heads of States, Deputy Prime Ministers, Vice Chairmen of Parliaments and the like;

- The U.N. Secretary General and deputy Secretaries General;

- Parties’ex- general Secretaries, or ex-Chairmen, former Heads of State or Prime Ministers;

- Heads of international organizations;

- Ministers and the like;

- Key members of royal families (Kings, Queens, Princes and Princesses);

- Ambassadors Extraordinary and Plenipotentiary presenting credentials;

- Diplomatic missions of various countries attending formal activities organized by the State;

- Foreign delegations attending international conferences held by the State.

3. Apart from the subjects defined in Clauses 1 and 2 of this Article, other cases where traffic police vehicles are required for way-leading shall be considered and decided by the Minister of Public Security at the written requests of concerned agencies and/or organizations.

Article 2.- The organization of way-leading by traffic police must ensure the following principles:

- To strictly comply with the State ceremonies, diplomatic formalities and international practices;

- To ensure thrift, avoid show-offs and wastefulness;

- To ensure the absolute safety for the Party and State leaders, domestic delegations and foreign guests, as well as their smooth travels as required;

- The way-leading traffic police motor vehicles are priority vehicles; all people and means joining in the traffic shall have to give way according to the provisions of law;

The agencies, organizations and the People’s Committees of the provinces and centrally-run cities shall, when asking for way-leading traffic police motor vehicles, have to promptly report such and work out coordination plans, so that the traffic police force can take initiative in working out plans for implementation in strict compliance with the regulations of the Prime Minister and the Ministry of Public Security.

Article 3.- The Ministry of Public Security shall provide detailed guidance for the uniform implementation of this Decision throughout the country.

Article 4.- This Decision takes effect 15 days after its signing. All previous regulations which are contrary to this Decision are now annulled.

Article 5.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decision.
