THE GOVERNMENT

DECREE No. 56/1998/ND-CP of July 30, 1998 stipulating the forms, eligible objects and criteria for commendation and reward by the Government, the ministries, the ministerial-level agencies, the agencies attached to the Government and the People's Committees at all levels; and specifying the criteria for conferment of the Labor Order

Vietnamese citizens, State agencies, economic organizations, social organizations, people's armed force units, the Vietnam Fatherland Front and its member organizations, foreigners, foreign agencies and organizations and international organizations with meritorious achievements in the construction and defense of Vietnam shall be all rewarded or proposed by the Vietnamese Government to the State President for reward.

The forms of reward by the Government, the Prime Minister, the ministries, the ministerial-level agencies, the agencies attached to the Government and the People's Committees at all levels include: emulation titles, emulation banners, commendation letters and merit certificates.

Foreign individuals and collectives and international organizations that have made meritorious contributions to the cause of economic, cultural and social development of localities, ministries or branches shall be awarded merit certificates by presidents of People's Committees of provinces and cities directly under the Central Government, ministers, heads of ministerial-level agencies or heads of agencies attached to the Government.

Foreign individuals and collectives and international organizations that have made outstanding achievements in helping Vietnam in economic, cultural and social development and national defense shall be awarded the Labor Orders of various classes, or Friendship Medals or Orders.- (Summary)
