DECIDES:

Article 1.- To establish the State Science Council on the Safety of the Hoa Binh Hydro-Electric Power Plant. The Council shall meet regularly, and in irregular sessions when the need arises, until its operation is terminated by decision.

Article 2.- Tasks and powers of the Council:

To make appraisal and advise the Prime Minister in his consideration and decision over the following issues:

1. To make annual appraisal of the safety of the Hoa Binh Hydro-Electric Power Plant and of the measures for its strengthening recommended to the Prime Minister by the Ministry of Energy and the Ministry of Water Resources.

2. To approve the tasks worked out by the Vietnam Electricity Corporation for monitoring and scientific research of cravings, cracks, sedimentation, environmental sanitation and other incidents at the Hoa Binh Hydro-Electric Power Plant, before submitting it to the Prime Minister.

3. To consider emergency reports on the state of safety of the dam and reservoir of the Hoa Binh Hydro-Electric Power Plant so as to make prompt recommendation on measures of handling and remedy.

Article 3.- The State Science Council comprises:

5. Director of the Expertising Department, Ministry of Construction, Mr. Nguyen Van Quang, Member,

6. Mr. Nguyen Dinh Xuyen, Director of the Institute of Geophysics, the National Center for Natural Sciences and Technology, Member,

7. Mr. Nguyen Dinh Trong, Director of the Department for Science and Technology, Ministry of Water Resources, Member,

8. Mr. Nguyen Van Quang, Director of the Research and Development Department, Ministry of Science, Technology and Environment, Member,

The standing body of the Council is the Department of Technological Development of the Ministry of Science, Technology and Environment.

When the need arises, the Council shall report to the Prime Minister for permission to invite experienced foreign experts on hydro-electric power plants for counseling on research, appraisal and recommendation of safety measures for the dam and reservoir of the Hoa Binh Hydro-Electric Power Plant.

Article 4.- The budget for the operation of the Council and the expenses for observation, research and safety treatment of the reservoir and dam are accounted for in the operating cost of the Hoa Binh Hydro-Electric Power Plant, under the guidance of the Ministry of Finance.

Article 5.- The Minister of Energy, the Minister of Science, Technology and Environment, the Minister of Water Resources, the Minister of Construction, the Minister of Finance, the Minister of Education and Training, the Director of the National Center for Natural Sciences and Technology, the President of the People's Committee of Hoa Binh province, the General Director of the Vietnam Electricity Corporation, and the members of the Council, are responsible for the implementation of this Decision.
