Decree No.19-CP of February 26, 1997 of the Government to readjust the administrative boundaries of Nam Dinh town and Hai Hau district, divide Xuan Thuy and Nam Ninh districts and establish Thinh Long township of Hai Hau district, Nam Dinh province.

To establish My Loc district on the basis of a land area of 7,897.72 hectares and a population of 74,354 of Nam Dinh town, encompassing 11 communes. After the readjustment of its administrative boundary, Nam Dinh town now has a land area of 3,887.02 hectares, a population of 232,640, 15 wards and 6 communes.

To divide Xuan Thuy district into two districts: Xuan Truong and Giao Thuy. Xuan Truong district has a land area of 11,167.74 hectares, a population of 170,469 and 20 communes. Giao Thuy district has a land area of 22,797.03 hectares, a population of 198,429 and 22 communes.

To merge Truc Thang, Truc Dai, Truc Thai, Truc Cuong, Truc Phu and Truc Hung communes of Hai Hau district with Nam Ninh district and divide Nam Ninh district into two districts: Nam Truc and Truc Ninh. Nam Truc district has a land area of 16,203.95 hectares, a population of 201,921 and 20 communes. Truc Ninh district has a land area of 14,318.96 hectares, a population of 188,189 and 21 communes. After the readjustment of its boundary, Hai Hau district now has a land area of 22,641, a population of 279,230 and 35 communes and townships.

To establish Thinh Long township of Hai Hau district on the basis of a land area of 1,568 and a population of 13,730 of Hai Thinh commune.- (Summary)
