DIRECTIVE No.660-TTg OF OCTOBER 17, 1995 OF THE GOVERNMENT TO SOLVE THE QUESTION OF VOLUNTARY MIGRATION TO THE CENTRAL HIGHLANDS AND OTHER PROVINCES (Summary) Over the past years, the question of voluntary migration to the Central Highlands and other provinces has caused many difficulties to the localities with new arrivals or departures. The Directive of the Prime Minister makes it clear that no later than the end of 1998, the question of voluntary migration must have been tackled and the migration regulated in conformity with the socio-economic development programs and plans of the whole country, of each region and each locality. For the provinces from which people migrate, they must basically solve in 1996 the question of people voluntarily abandoning their native places. They must strengthen the work of population management, popularize and explain to the people the State's policies; generate more jobs, and create conditions for the people to improve their living conditions and build their native places. For the provinces where migrants come to, they must make arrangements to stabilize the life of the voluntary migrants who have come and wish to settle there permanently, without any discrimination; must not force them to return to their old places and must consider them to be an important human resource. For the voluntary migrants, who have well observed the population arrangements of the local administration, they shall be considered for registration of residence . They must respect law, place themselves under the management of the local administration where they have settled. Those people who, for personal reasons, migrate to other provinces, must report to the local administration of their current residence and the administration of the locality where they will come. They shall be entitled to the rights and benefits provided for by State policies only when their migration has been approved. All services and levels shall, depending on their functions, work out concrete plans for their cooperation in solving the question of voluntary migration.-
