4.1. Judges and Assessors of the People’s Courts must be humane, righteous, knowledgeable, courageous and transparent


  • When conducting their duties, Judges and Assessors of the People’s Courts must strictly follow the teachings of President Ho Chi Minh i.e. “Be humane, righteous, knowledgeable, courageous and transparent”.
    - “Be humane” means “truthful, kind and helpful” to comrades and the people. So, consistently fight against persons and things that do harm to the Party and people. So, be willing to suffer from misery on behalf of the people, and enjoy happiness after them. So, show no hunger for riches and no fear of hardness and power.
    - “Be righteous” means “upright, unselfish” to the Party. Have no private interests in addition to the Party’s interests. Perform fully duties assigned by the Party. To do what needs to be done and to say what must be said. Not be afraid of being criticized and criticizing others in a proper way
    - “Be knowledgeable” means that the mind is clear-sighed and lucid. Be easily able to understand theories and find orientations. Know how to assess people and consider issues. Know how to do profitable things and avoid harmful things for the Party. Nominate qualified people to the Party, and be careful about bad people.
    - “Be courageous” means bravery and having the courage to do all the tasks. Have the courage to correct mistakes if any. Have the courage to suffer from difficulties and misery. Have the courage to fight illegal wealth and luxury. Have the courage to die for the Party and Fatherland, if necessary.
    - “Be transparent” means “not be hungry for position, money and luxury”. Not like flatteries. Be transparent always.
  • Of all the above mentioned, “be transparent” is of the most importance for Judges. In Decree No. 13 dated 24 January 1946, Article 83 provided: “Being transparent is a sacred characteristic of Vietnamese Judges nowadays”.
